Abstract
The problem of the management of oil policy in Iraq after 2003 suffered many obstacles, perhaps the most prominent destruction of the infrastructure of the oil sector as a result of the circumstances experienced by Iraq over the past three decades so tried to set the policy of oil by using foreign companies through licensing rounds in an attempt For rehabilitation. and some of them supported the work by the licenses for the urgent need to develop the productive and export capacities of the sweat in order to obtain the financial returns that Iraq needs to rebuild its destroyed economy.
