Obstacles in Information Technology Application at Vocational and Technical Education Institutions

Abstract
This study aimed to uncover the obstacles in information technology application at the institutions of vocational and technical education in Lebanon in the perspectives of a body of specialist instructors and administrators .To justify this study, the descriptive and analytical approach was applied; in addition to, a 17-item questionnaire was conducted to justify the credibility and reliability of this study. This questionnaire was distributed on 210 members of specialist instructors and administrators from various Lebanese Vocational and Technical institutions. After conducting the appropriate statistical analysis, the results of the study showed the lack of support by administration for the use\ integration of information and communication technology in the educational process. Also, the study revealed that some instructors face some obstacles in applying information and communication technology in their process of education as well .Accordingly, the most critical obstacle was the great number of instructors who lacks the knowledge and experience in applying information and communication technology in their educational process in respect to a small number of instructors who is expert and skillful enough in manipulating their technological knowledge and experience in e- learning. This study, also, showed that there are individual abilities among specialist staff members due to following demographic variables which are age, academic qualifications, years of experience, and job rank.
