The effect of strategic flexibility on Business Model Innovation mediated by open innovation activities: An exploratory study of the opinions of a sample of administrative leaders in the General Secretariat of the Iraqi Council of Ministers

Abstract
The research aims to clarify the relationship between strategic flexibility, business model Innovation, and open Innovation activities as a mediating variable, in order to diagnose the nature of the relationship and the effect of the variables. The General Secretariat of the Council of Ministers was selected on the ground to implement the current research, and the sample included (100) individuals from the senior and middle administrative leaders as an intentional sample in the departments and formations of the General Secretariat, except for the legal department and committees of the Secretary-General of the Council of Ministers. The questionnaire was used as a tool for data collection with the use of field observations to enhance the results, and the research relied on a number of statistical tools and methods in order to analyze the data and extract its results. The most important conclusions reached by the researchers are: the presence of a direct impact of strategic flexibility in the business model Innovation clearly and at the level of dimensions, and a partial (indirect) effect through the activities of open Innovation, based on these conclusions, many recommendations were built, the most important of which are: Paying attention to research variables by educating the administrative leaders in the General Secretariat with (strategic flexibility, business model Innovation, and open Innovation activities), and their role in enhancing
their ability to provide distinguished services to beneficiaries, with an emphasis on creating an organizational climate and culture to practice it in a systematic and deliberate manner.
