The research included a sample of 80 employees of Al-hamdaniya University, which were analyzed using the statistical analysis program SPSS V26. The results were summarized by the lack of provision of some important and modern software, and the use of available programs by employees is done through personal effort and without training courses to help them and develop their capabilities due to the lack of infrastructure for information and communications technology, in addition to the weakness in training in how to employ it. The research reached several proposals, the most important of which is the necessity of training employees to use information and communications technology by equipping them with the required programs and the necessity of establishing training courses for employees of Al-Hamdaniya University to employ communications and information and use them to enhance organizational proficiency.
