The role of strategic leadership enhancing the effectiveness of applying dynamic capabilities of employees: An Analytical Study in the Ministry of Higher Education and Scientific Research

Abstract
The current research aims to identify the levels of strategic leadership among employees in the Ministry of Higher Education and Scientific Research, and the extent of its impact on the dynamic capabilities of employees to maintain the primary goal for which the ministry was established, as it deals with outputs that are difficult to measure, which is knowledge in light of rapid technological developments. In order to determine the facts according to the opinions of the researched sample, practical data were collected and a questionnaire was designed based on ready-made scales. The questionnaire was distributed to a random sample of (50) individuals who work in senior and middle leadership positions within the organizational structure of the ministry. In order to analyze the questionnaire and extract results from it, the program (SPSS V.26) was used, and a number of statistical methods were used, including the arithmetic mean, median, standard deviation, and confirmatory factor analysis. The research reached a number of results, the most important of which is that there is agreement by the research sample that the leadership in the ministry has high ethical practices, as this was reflected positively on the performance of the ministry. Therefore, the researcher recommends the necessity of enhancing ethical practices in leadership to achieve a work environment based on integrity and trust in a way that enhances institutional performance, by preparing a charter The Ministry’s code of ethics includes the principles and values that govern leadership behavior, making it more accurate in achieving the goals set by the Ministry in its future vision.
