The Impact of Administrative Illiteracy on Strategic Decision-Making: An Analytical Study of the Opinions of a Sample of Department and Division Heads in the General Directorate of Education in Salah al-Din

Abstract
The importance of this study stems from its examination of one of the fundamental issues in educational administration: administrative illiteracy and its impact on strategic decisions in educational institutions. These decisions represent the foundation for directing resources and achieving long-term objectives. The basic hypothesis of the study states that there is no statistically significant relationship between the level of administrative illiteracy and the quality of strategic decisions among department and division heads in the General Directorate of Education in Salah al-Din Governorate،the study relied on an independent variable of administrative illiteracy (with its dimensions: cognitive, skill-based, technological, and legal), and a dependent variable of strategic decisions، data was collected using a scientifically designed questionnaire and analyzed using the SPSS statistical program through appropriate statistical tests such as correlation and regression to test the basic hypothesis،the results showed that high levels of administrative illiteracy are negatively correlated with strategic decisions, where weak analytical skills and insufficient use of technology emerged as the most prominent obstacles to effective decision-making. The study recommends implementing specialized training programs, enhancing administrative culture, and adopting modern data analysis methods to support the decision-making process.
