Abstract

This research aims to analyze the impact of delays in approving the general budget on economic performance in Iraq during the period 2004–2024. The research employs a quantitative and qualitative time-based analysis methodology, utilizing official data related to the general budget and macroeconomic indicators such as growth, unemployment, investment spending, and the fiscal deficit.

The results show that budget delays negatively affect economic performance. Years with significant delays witnessed a decline in the growth rate, an increase in unemployment, and a decrease in investment spending, with cumulative losses estimated at approximately 45 trillion Iraqi dinars during the study period. The recurring delays are primarily attributed to political and structural factors, including the lack of parliamentary consensus, fluctuations in oil prices, and weak administrative capacities.

Based on these findings, the research recommends legislative reforms to establish a timeframe for budget approval, the creation of an emergency fund to ensure the continuity of vital projects, and the use of digital tools in financial planning to enhance the efficiency of budget preparation.
