Digital Economy as a Tool to Reduce Administrative Corruption and the Tax Gap in Iraq (2015–2025)
Main Article Content
Abstract
This research aims to measure and analyze the impact of the digital economy as a strategic tool in reducing administrative corruption and narrowing the tax gap in Iraq during the period (2015–2025). The digital economy is considered one of the most prominent mechanisms for enhancing financial transparency and improving public revenue efficiency through digitization and the shift toward electronic platforms in tax administration. To achieve this goal, the study employed the Internet penetration index and e-government service index extracted from World Bank and United Nations databases as independent variables representing the digital economy, while the tax gap (the difference between potential and actual tax revenues as a percentage of GDP) served as the primary dependent variable, alongside the Corruption Perceptions Index (CPI) issued by Transparency International as an additional explanatory variable.
The study adopted the Autoregressive Distributed Lag (ARDL) methodology, the F-Bounds cointegration test, and the Error Correction Model (ECM) using E-VIEWS 12, complemented by a descriptive-analytical approach for result interpretation. Key findings reveal a significant negative long-run relationship between the digital economy and the tax gap at the 1% significance level, confirming that digital economy development genuinely contributes to narrowing the revenue gap. Short-run results show a positive and significant relationship, indicating that digitization effects require adequate time to materialize. Administrative corruption was found to significantly deepen the tax gap and erode collected revenues. The research recommends accelerating comprehensive digital transformation strategies in Iraq's tax system and strengthening anti-corruption frameworks as a critical multiplier of the tax gap.
