Abstract

This study aims to analyze and measure the impact of exchange rate devaluation under a managed exchange rate regime on the public budget in Iraq during the period (2003–2021). The importance of this study stems from the fact that the Iraqi economy is highly dependent on oil revenues, which are denominated in US dollars, making the public budget highly sensitive to exchange rate fluctuations.

The study adopts both analytical and econometric approaches to examine the relationship between exchange rate changes and public budget performance. An econometric model based on the Autoregressive Distributed Lag (ARDL) methodology was employed to analyze the short-run and long-run relationships between exchange rate, oil revenues, public expenditure, and budget balance using annual time series data.

The results indicate that exchange rate devaluation has a significant positive effect on oil revenues when converted into local currency, which contributes to improving public revenues and enhancing the fiscal position of the government. The findings also confirm that the public budget in Iraq is highly vulnerable to exchange rate movements due to its heavy reliance on oil revenues.

The study concludes that exchange rate policy plays a crucial role in shaping fiscal stability in Iraq. Therefore, it recommends strengthening coordination between monetary and fiscal policies, diversifying revenue sources, and reducing excessive dependence on oil revenues to achieve sustainable fiscal stability.
